Jordan General Sales Tax (GST) Guide for Small Businesses (2026)

Jordan's 16% General Sales Tax (GST), registration thresholds, invoice requirements, and practical guidance for Jordanian small businesses and freelancers.

Jordan does not have a VAT. It has a General Sales Tax, and while the two work similarly, the difference in name reflects a genuinely different structure — one with multiple rates, a special-tax layer on certain goods, and a mandatory e-invoicing system that has moved faster than many businesses expected.

The rate structure

Jordan's General Sales Tax (GST) carries a standard rate of 16 percent. Beneath it sit reduced rates and exemptions applied to defined categories — basic foodstuffs, certain medicines and medical supplies, and specified agricultural inputs among them.

On top of GST, Jordan applies a Special Sales Tax to particular goods: tobacco, alcohol, vehicles and fuel are the familiar examples. If you trade in those categories, your effective tax burden is not 16 percent and you need sector-specific advice.

The administering authority is the Income and Sales Tax Department (ISTD).

JoFotara: e-invoicing is not optional

This is the part that catches businesses out. Jordan has implemented a national electronic invoicing system known as JoFotara, and it is being enforced rather than merely encouraged.

What that means practically:

  • Invoices are reported to the ISTD system
  • A compliant invoice carries the identifiers and, in current implementations, a QR code that allows verification
  • Non-compliant paper-only invoicing exposes you to penalties and, more immediately, to clients who will not accept your document

If you are a small business in Amman treating invoicing as a Word template exercise, that approach is running out of road. The businesses adapting easily are the ones already keeping strict sequential numbering and complete client tax numbers, because that is exactly what the system validates.

What a compliant Jordanian invoice shows

  • The word Invoice, in Arabic or English
  • A sequential, unique number with no gaps
  • Issue date
  • Your business name, address and tax number
  • Client name, address and tax number for business clients
  • Itemised description, quantity, unit price
  • GST rate and amount, shown separately
  • Total including tax
  • The verification QR code where JoFotara applies to you
  • Payment terms and bank details

A worked example

A design studio in Amman invoices 3,000 JOD for a branding project:

  • Taxable value: 3,000.000 JOD
  • GST at 16 percent: 480.000 JOD
  • Total payable: 3,480.000 JOD

Note the three decimals — the Jordanian dinar divides into 1,000 fils, so amounts carry three decimal places, not two. Rounding at two decimals across a long line-item list produces totals that will not reconcile against a client's own calculation.

If a client gives you a tax-inclusive figure, do not subtract 16 percent from it — that is the classic error. Divide by 1.16. The VAT calculator handles both directions.

Registration

Jordan operates a registration threshold based on annual turnover, with the obligation switching on once you cross it. Businesses below the line may register voluntarily, which is often worth doing if your customers are registered companies: it lets them recover the tax you charge, and it signals that you are an established supplier rather than an informal one.

Confirm the current threshold with the ISTD or an accountant before acting — it is exactly the sort of figure that changes with fiscal policy.

Getting paid in Jordan

Jordanian B2B settlement runs on bank transfer, with cheques still present in traditional trade. Payment terms of 30 to 60 days are common commercially, while public-sector and large-corporate work follows its own approval cycle.

Two practical points:

  • Confirm the JoFotara status of your invoice before chasing payment. A client who cannot process a non-compliant document will often simply go quiet rather than explain.
  • Send to accounts payable, not only your project contact. This is the most common silent delay anywhere, and Jordan is no exception.

Use the invoice aging calculator to keep visibility on what is genuinely overdue.

Practical next step

Open the free invoice generator, select JOD, set the tax rate to 16 percent, and add your tax number. The generator produces an A4 PDF in Arabic or English with three-decimal precision and space for the identifiers your clients expect.

Because JoFotara obligations depend on your registration status and sector, verify your specific position with the ISTD or your accountant — this guide explains the landscape, not your individual filing duty.
