Bahrain VAT at 10%: The Complete Guide for Small Businesses (2026)
Bahrain doubled VAT to 10% in 2022. Registration thresholds with the NBR, zero-rated supplies, tax invoice rules, and filing deadlines — all in one guide.
Bahrain introduced VAT on 1 January 2019 at 5% under Decree-Law No. 48 of 2018, then doubled the standard rate to 10% on 1 January 2022 — the first GCC rate increase after Saudi Arabia's jump to 15%. The tax is administered by the National Bureau for Revenue (NBR). If you sell goods or services in Bahrain, here is what the 10% regime means for your registration, invoices, and returns.
Registration thresholds with the NBR
Thresholds are measured against your annual taxable supplies — standard-rated and zero-rated sales combined.
- Mandatory registration: annual taxable supplies exceed BHD 37,500.
- Voluntary registration: annual taxable supplies or expenses exceed BHD 18,750.
- Non-residents: must register from the first dinar of taxable supplies in Bahrain, with no threshold, directly or via a tax representative.
Registration is done through the NBR online portal. After approval you receive a VAT account number that must appear on your tax invoices. Registering late does not delay your liability — the NBR can assess back tax from the date you should have registered, plus penalties.
What is taxed at 10%, 0%, and exempt
| Treatment | Rate | Typical examples |
|---|---|---|
| Standard | 10% | Most goods and services, including electronics, clothing, restaurants, and professional services |
| Zero-rated | 0% | A published list of basic food items, healthcare, education, new building construction, local transport, oil and gas, exports and international transport |
| Exempt | — | Certain financial services, sale and lease of real estate |
Bahrain's zero-rated list is unusually generous by GCC standards — healthcare, education, and new construction are zero-rated rather than exempt, which means suppliers in those sectors can reclaim input VAT. If your sales mix spans several treatments, our guide to VAT with mixed rates shows how to apportion correctly. The exact scope of each list is defined in the Executive Regulations — verify borderline items with the NBR.
Tax invoices under the 10% regime
A Bahraini tax invoice must include: the words tax invoice; the supplier name, address, and VAT account number; a sequential number; the date of issue and date of supply; the customer details; a description of goods or services; the unit price exclusive of VAT; the VAT rate and amount per line; the total including VAT in Bahraini dinars; and, where an exchange rate is used, the rate applied. Simplified tax invoices are allowed where the customer is not registered and the consideration is below the threshold set in the regulations.
A clean, itemized layout is not just cosmetic — it is what NBR auditors check first. The free Xuvilo invoice generator produces itemized invoices in Arabic or English, with fields for the required details, and the VAT calculator handles 10% inclusive and exclusive math instantly.
Filing periods and deadlines
Most registered businesses file quarterly. Businesses with annual supplies above BHD 3 million file monthly. Returns and payment are due by the last day of the month following the end of the tax period. Nil returns are still mandatory. Keep records, invoices, and import documents for at least 5 years — longer for real estate.
Penalties worth knowing
- Late registration can attract a fine of up to BHD 10,000.
- Late filing or payment triggers percentage-based penalties that grow with the delay.
- Deliberate evasion is a criminal offence and can carry imprisonment as well as fines up to a multiple of the tax due.
The penalty framework is applied case by case — treat these figures as indicative and verify the current schedule with the NBR.
Practical tips for the 10% rate
- Reprice deliberately. At 10%, absorbing VAT quietly costs a full tenth of your margin. Decide explicitly what is VAT-inclusive in your quotes and contracts.
- Watch the threshold monthly. BHD 37,500 is roughly BHD 3,125 of taxable sales per month — a busy quarter can push a freelancer over without warning.
- Reclaim systematically. Every supplier invoice without a valid VAT account number is input VAT you cannot recover.
- Plan cash flow around the deadline. VAT you collect is the NBR's money, not working capital. Set it aside as you invoice.
Compared with its neighbors, Bahrain sits in the middle: higher than the 5% in the UAE and Oman, lower than Saudi Arabia's 15%. For thresholds across all four implementing states, see the GCC VAT registration guide.
