Oman VAT Guide for Small Businesses and Freelancers (2026)

Oman VAT at 5%: registration thresholds, zero-rated and exempt supplies, tax invoice rules, quarterly filing, and penalties — explained for small businesses.

Oman introduced value added tax on 16 April 2021 under Royal Decree No. 121/2020, becoming the fourth GCC state to implement VAT after Saudi Arabia, the UAE, and Bahrain. At 5%, Oman shares the lowest standard rate in the Gulf with the UAE. The tax is administered by the Oman Tax Authority (OTA), and while the rules are lighter than in many countries, small businesses and freelancers still need to get registration, invoicing, and filing right from day one.

Who must register for VAT in Oman

Registration is based on the value of your annual taxable supplies — that is, sales that are standard-rated or zero-rated. Exempt supplies do not count toward the threshold.

  • Mandatory registration: annual taxable supplies exceed OMR 38,500, or are expected to exceed that amount in the coming 12 months.
  • Voluntary registration: annual taxable supplies or taxable expenses exceed OMR 19,250. Voluntary registration lets you reclaim input VAT — useful if you are buying equipment or stock before serious revenue arrives.
  • Non-residents: a non-resident making taxable supplies in Oman must register regardless of turnover, either directly or through a tax representative.

Registration is completed online through the OTA portal (taxoman.gov.om). Once approved, you receive a VAT identification number (VATIN) that must appear on every tax invoice you issue.

Omani VAT rates at a glance

TreatmentRateTypical examples
Standard5%Most goods and services
Zero-rated0%Exports, international transport, a published list of essential food items, medicines and medical equipment, investment gold, silver, and platinum
Exempt—Financial services, healthcare, education, bare land, resale of residential property, local passenger transport

The distinction between zero-rated and exempt matters more than it looks. A zero-rated business charges 0% but can still reclaim input VAT on its costs; an exempt business cannot. If you make both taxable and exempt supplies, you must apportion your input VAT between them — our guide to calculating VAT with mixed rates walks through the method.

Tax invoice requirements

A full Omani tax invoice must show: the words tax invoice; your business name, address, and VATIN; a sequential invoice number; the issue date and the date of supply if different; the customer name and address; a clear description of the goods or services; quantities and unit prices excluding VAT; the VAT rate and amount per line; and the total payable in Omani rials. The OTA permits simplified invoices for smaller retail transactions — verify the current conditions and limits with the authority before relying on them.

You can issue the invoice in minutes, in Arabic or English, with the free Xuvilo invoice generator, and double-check any VAT-inclusive or exclusive amount with the VAT calculator.

Filing and paying

VAT returns in Oman are filed quarterly through the OTA portal. Both the return and the payment are due within 30 days of the end of the tax period, and a nil return must still be filed even if you had no activity. Businesses are required to keep accounting records, tax invoices, and customs documents for at least 10 years — 15 years for records relating to real estate.

Penalties to avoid

  • Late registration: liability starts from the date you should have registered, and administrative penalties apply on top of the back tax.
  • Invoicing failures: not issuing tax invoices, or issuing invoices that show VAT without being registered, both attract fines.
  • Late filing or payment: penalties and additional amounts accrue until the return is filed and the tax settled.
  • Serious evasion: the law provides for criminal sanctions in aggravated cases.

Exact penalty amounts are set in the law and Executive Regulations and are updated from time to time — verify the current schedule with the Oman Tax Authority.

What is coming next: e-invoicing

The OTA has announced plans for a phased national e-invoicing system, with a voluntary phase expected first and mandatory integration for larger businesses to follow. Timelines have shifted more than once, so verify the current rollout schedule with the OTA before committing to a system — but choosing invoicing software that already produces structured, itemized invoices will make the transition painless.

Practical checklist for small businesses

  • Track your rolling 12-month taxable turnover every month, not once a year.
  • Register before you cross OMR 38,500 — waiting costs money.
  • Quote consumer prices VAT-inclusive; quote business prices clearly either way.
  • Keep every supplier tax invoice: no valid invoice, no input VAT recovery.
  • Reconcile output and input VAT before each quarterly deadline, not after.

Oman's VAT is one of the mildest regimes in the region. Register on time, invoice correctly, and file quarterly, and the 5% becomes a routine line item on your invoices rather than a business risk. For a comparison with neighboring states, see our GCC VAT registration guide.
