Morocco VAT (TVA) Rates: The 2026 Guide for Small Businesses
Morocco is converging its VAT bands toward 10% and 20% by 2026. Current TVA rates, who must register with the DGI, invoicing rules, and filing deadlines.
Morocco's value added tax — TVA (taxe sur la valeur ajoutée) — is administered by the Direction Générale des Impôts (DGI) and has historically been one of the most fragmented systems in the region, with four rates plus exemptions. That is changing: the 2024 Finance Law launched a three-year convergence plan to consolidate VAT into two main rates, 10% and 20%, by 2026. If you sell in Morocco, the rate on your invoice may have changed every January recently — here is where things stand and how to invoice correctly.
The rate structure and where it is heading
| Rate | Status in the reform | Typical examples |
|---|---|---|
| 20% | Standard rate, unchanged | Most goods and services, professional services, electronics |
| 14% | Being phased out — items migrating to 10% or 20% in annual steps | Historically: electricity, certain transport, butter |
| 10% | Target reduced rate | Hotels and restaurants, banking operations, water, certain foods |
| 7% | Being phased out — items migrating to 10% | Historically: water, refined sugar, pharmaceuticals and school supplies |
Under the convergence timetable, items in the 7% band step up toward 10%, and items at 14% move to either 10% or 20% depending on the product, with adjustments applied each 1 January through 2026. Some essentials were moved to full exemption instead — pharmaceutical products, for example, were exempted with deduction rights. Because individual items have shifted every year of the reform, do not price from memory: verify the current rate for your specific product or service in the latest Finance Law tables or with the DGI before printing a price list.
Who must register and charge TVA
VAT applies to industrial, commercial, and artisanal activities, professional services, and imports. Registration with the DGI's tax services follows from carrying out taxable activity — there is no high registration threshold shielding small traders the way GCC systems work, although specific small-taxpayer regimes (such as the auto-entrepreneur status, taxed on turnover with VAT exemption) can apply. Exporters benefit from zero-rating with the right to reclaim input VAT. If you also follow Gulf markets, note the contrast with the threshold-based systems described in our GCC VAT registration guide.
Invoicing requirements in Morocco
A compliant Moroccan invoice must show: your company name and tax identifiers — notably the ICE (identifiant commun de l'entreprise), the identifiant fiscal, and trade register number; a sequential invoice number and date; the customer's name and ICE for B2B sales; a clear description of goods or services; amounts excluding tax (hors taxe), the TVA rate and amount per rate band, and the total including tax (TTC) in dirhams. Missing ICE numbers are a classic reason B2B customers reject invoices, because their own deduction depends on it.
If your sales mix spans 10% and 20% items, apply each rate to its own lines and subtotal per band — the mixed-rate VAT guide shows the arithmetic, and the free VAT calculator handles any rate instantly. For the document itself, the Xuvilo invoice generator produces clean invoices in Arabic or English; it has no French version, so add the French wording your clients expect in the notes.
Filing and deadlines
- Monthly declarations: businesses with turnover of MAD 1,000,000 or more in the previous year file monthly.
- Quarterly declarations: smaller businesses file quarterly.
- Declarations and payment are made electronically through the DGI's SIMPL portal, generally by the end of the month following the period.
- Input VAT on business purchases is deductible against output VAT, subject to documentation — keep every supplier invoice with valid identifiers.
What small businesses should watch in 2026
- The final convergence step. 2026 is the target end-state of the two-rate system; check which of your products moved in the current Finance Law.
- E-invoicing. The DGI has announced work toward a national electronic invoicing system, with phased implementation signaled for the coming years. Specifications and dates were still being finalized — verify the current status with the DGI before investing, but structured digital invoicing now will ease the transition.
- Withholding mechanisms. Recent finance laws introduced VAT withholding by certain clients on payments to suppliers who cannot present a tax compliance certificate — one more reason to keep your tax file clean.
Morocco's VAT is in the middle of its biggest redesign in decades, and the direction favors simplicity: two rates, electronic filing, and eventually electronic invoicing. Businesses that keep their rates current and their invoices complete will find the destination simpler than the journey.
