Egypt's E-Receipt System: What Retailers Must Do Now (2026)

Egypt's Tax Authority requires B2C sales to flow through the e-receipt system. Who is covered, how POS integration works, and how to stay compliant in 2026.

Egypt has spent the past few years building one of the region's most ambitious tax digitization programs. First came the e-invoice system, which made electronic invoices mandatory for B2B transactions in stages from 2020 and a condition for deducting costs and reclaiming VAT. The second pillar is the e-receipt system: the Egyptian Tax Authority (ETA) now requires retailers and service providers selling to consumers to issue receipts through connected point-of-sale systems that report to the ETA in near real time. If you run a shop, restaurant, pharmacy, clinic, or any B2C business in Egypt, this system is aimed squarely at you.

E-invoice vs e-receipt: two systems, one platform

  • E-invoice: covers B2B transactions. Structured electronic invoices with the buyer's tax ID, digitally signed, submitted to the ETA platform.
  • E-receipt: covers B2C transactions. Receipts generated at the point of sale, carrying a unique identifier (UUID) and QR code, transmitted to the ETA from the POS device or cash register software.

Both feed the same goal: the ETA cross-matches declared VAT (the standard rate in Egypt is 14%) against transaction-level data. Our explainer on the difference between receipts and invoices covers which document belongs to which transaction.

Who must comply, and when

The rollout began with a pilot in April 2022 and has expanded through numbered ministerial decisions, each obligating a new batch of taxpayers by sector and size — starting with large retail chains and moving progressively down to medium and smaller merchants across the governorates. Announcements are published by the ETA, and each decision gives the covered companies a deadline to integrate. Because batches keep being added, the only safe assumption in 2026 is this: if you sell to consumers in Egypt, either you are already obligated or your batch is coming. Verify your status against the latest ETA decisions rather than assuming you are too small.

What the system requires from a retailer

  • Registration on the ETA e-receipt portal with your tax registration number and activity data.
  • Compatible POS. Your cash register, POS device, or sales software must be able to generate receipts in the required format, sign them, and transmit them to the ETA. Approved POS vendors and integration specifications are listed by the authority.
  • Receipt content: seller name and tax registration number, receipt serial number and UUID, date and time, itemized goods or services with quantities and prices, VAT amount at the applicable rate, total, and a QR code the customer (or an inspector) can scan to verify the receipt against ETA records.
  • Offline resilience: receipts issued during connectivity outages must be stored and transmitted once the connection returns, within the allowed window.

Why compliance is becoming unavoidable

The ETA has linked the digital systems to everyday tax life: costs supported only by paper documents face rejection, VAT refunds are matched against platform data, and consumers are encouraged — including through prize draws on scanned receipts — to demand e-receipts. Penalties for non-integration and for failing to issue receipts exist under the Unified Tax Procedures Law and escalate for repeat offenses; verify current amounts with the ETA.

A practical adoption plan

  • Audit your sales flow first. Count your sales points, peak transaction volumes, and whether your current POS vendor is ETA-approved.
  • Integrate the busiest branch first, stabilize, then replicate — parallel rollouts multiply teething problems.
  • Train cashiers on exceptions: returns, discounts, and voided receipts all have defined flows in the system; improvised workarounds create mismatches the ETA will see.
  • Reconcile daily. Compare POS totals against what the platform confirms received; gaps are much easier to fix within 24 hours.
  • Mind your margins. Compliance has a cost — devices, subscriptions, training. Build it into pricing with the profit margin calculator rather than absorbing it silently.

For B2B sales, remember the e-invoice system applies instead, with the buyer's tax ID mandatory — you can draft the document in Arabic or English with the free Xuvilo invoice generator, but the invoice itself is issued through the e-invoice system. Egypt's message to retailers is consistent: the cash economy is being wired into the tax net, one receipt at a time. Early movers get working systems and calm audits; late movers get deadlines, penalties, and rushed integrations. Choose the first group.
